UGC Orders Probe Into Dharamshala College Student’s Death Amid Ragging Allegations

Suo Motu Action After Media Reports

The University Grants Commission (UGC) has taken serious note of the death of a 19-year-old second-year student of Government Degree College, Dharamshala, following allegations of prolonged ragging and sexual harassment.

Acting on media coverage of the incident, the UGC Anti-Ragging Helpline registered a suo motu complaint and initiated official action.

The higher education regulator clarified that student safety remains a top priority and assured strict action if the allegations are proven.

Fact-Finding Committee Set Up

Alongside the ongoing police investigation, the UGC has constituted a Fact-Finding Committee to examine all aspects of the case. The panel will look into the circumstances surrounding the student’s death, the alleged ragging incidents, and claims of sexual harassment.

While the college administration has described the case as a death rather than a suicide, authorities said they would rely on investigation findings before drawing conclusions.

Police Probe Based on Father’s Complaint

Police registered a case following a complaint filed by the victim’s father. He alleged that on September 18, 2025, three female students assaulted and threatened his daughter. The complaint also accused a professor of sexually harassing her.

According to police officials, the alleged incidents caused severe mental stress to the student. Her health reportedly deteriorated over the following weeks.

She underwent treatment at multiple hospitals before passing away during treatment at DMC Hospital in Ludhiana on December 26, 2025.

FIR Filed Under Multiple Laws

Police have registered a case under Sections 75, 115(2), and 3(5) of the Bharatiya Nyaya Sanhita (BNS). Authorities have also invoked Section 3 of the Himachal Pradesh Educational Institution (Prohibition of) Ragging Act, 2009.

The case names four accused individuals.

Investigators said the inquiry is ongoing and further action will follow based on evidence.

Faculty Member Calls Incident a Dark Chapter

Reacting to the incident, an assistant professor at the college expressed deep sorrow. He said the institution is one of Himachal Pradesh’s most prominent colleges and has produced many distinguished alumni.

Calling the episode a “dark chapter” in the college’s history, he extended condolences to the bereaved family.

UGC Assures Strict Action

The UGC reiterated that it follows a zero-tolerance policy on ragging and sexual harassment. It stressed that anyone found guilty would face stringent punishment, regardless of position.
